Reference Data Management Updates

Added a login page before the Reference Data Management dashboard. Users will now be required to login using their respective user and password.

Removed the append option from Import and reworded Ignore Error During Import option.

There has also been changes to the Import and Export Reference Data Management Restful interface, where both interfaces have been updated with new options and functionality.
