The Manage is opened view contains options for Data Management, Tools, and Monitoring, and you open the view by clicking on the Manage button on in the top button bar. It will open up the Manage view from which tools and options are accessed. Clicking a tool opens it in a new screen. Click in the Type to search field to search and filter for tools.
