If authorization-server-secrets exists, its secret value will be usedutilized.

If When the --set option is executed from used with the helm command, then helm set the specified value will overwrite the existing secret, if there is anyone exists.

If both secret and helm values are not neither the secret nor the specified Helm values exist, fail the installation will fail.
