System Insight forwarding agent drops undeliverable measurements

The behavior has changed for how to handle situations when measurements can not be delivered to the system insight service. Instead of the agent blocking the workflow, the agent may discard measurements if the service is unavailable or overloaded. This will be logged as an error to the system log.
