A Radius agent must always be connected to an Analysis or Aggregation agent, since it is dependent on receiving replies which are issued through APL commands.
Example Workflow
The Analysis agent handles all reply logic. The Radius agent will forward all received packets. The actual discarding and validation of the data is handled in the Analysis agent.
