You open the Parquet Encoder agent configuration dialog from a workflow configuration. To open the Parquet Encoder agent configuration, go to Build → New Configuration. Select Workflow from the Configurations dialog. When prompted to Select workflow type, select Batch. Click Add agent and select Parquet Encoder from the Processing tab of the Agent Selection dialog.

The only configuration setting for a Parquet Encoder is the choice of a Parquet Profile. The profile specifies both a schema as well as encoding options.
